If Mikkel Kessler is supposed to be partially blind then why is he considering boxing someone like Lucian Bute?

Kessler announced that he was withdrawing from the Super 6 because he is partially blind in one eye, shouldn't the boxing commission disallow Kessler to box since it is so dangerous, or did Kessler regain his sight?
